A much later work of Salvemini, this essay is addressed to members of the Partita Socialista Rivoluzionario Italiana. He notes that many of the members have asked him to return to Italy, to which he responds that he has no right to participate in the political life of Italy. At the same time, that doesn't take away from his being passionately interested in what happens in Italy. He goes on to define what "revolutionary" means for socialists.
